Bill was raised in Brooklyn, NY but grew up in Viet Nam as a member of the 1st Marine Division (Infantry Machine Gunner). Upon discharge he became a member of a police department in New York City. He joined the Army reserve, went through a state OCS program and was commissioned. He loved competition shooting and the reserves let him compete with both rifle and pistol. At this time Bill developed an interest in a new technology called the personal computer. Programming followed with lots of travelling as a contract programmer. |

Almost 25 years to the day that Bill arrived in Viet Nam, he arrived in Saudi Arabia as a senior logistician (Army-Major)for Desert Shield\Storm. He followed the Marines into Kuwait and assisted in rebuilding the infrastructure for health services. |

Bill came home, married his Desert Storm Pen Pal, retired from the Army Reserves, and resumed his programming. The internet exploded and he wound up designing, maintaining, optimizing, and programming websites. He developed another interest too - Videography as multi-camera editing was similar to programing. |

Bill lives in upstate New York with his wife Janice, their 3 children, 2 dogs, and 2 cats. He feels fortunate because at every stage in his life enjoyment, came from what he was doing. If you love what you are doing, you will never work a day in your life. |

He got involved with pageants because his sister in-law (Carol Hirata) needed a website for her Montana USA franchise. It was later expanded to include Colorado. In 2002 Bill's sister in law was named the Miss Universe Director tor of the Year. In 2006, their Montana Teen became Miss Teen USA. |

Bill Has designed and maintained 8 national level pageant websites . He has received 15 Independent Film Awards and produced the Pageant Help DVD (set) which to date has been used to capture 133 national and 53 international titles Total of 186 isn't too shabby. The content is now available for free on his PageantHelp.Com website. He followed up with "Pageant Help Series Questions" (1800+ Pageant Questions - Available on Amazon). He will be finishing his second book "Pageant Help 101" soon. |

Over the years Bill assisted many directors and even made trips to Las Vegas to help a struggling pageant or too. Many times he had to step in when director had problems or fell ill to put on a quality show and keep everybody happy. |

In 2018 Bill applied for both the Mrs. Universe and Ms. Universe trademarks as the International trademarks had expired and were never used. A pageant for 2019 wound up falling victim to the COVID 19 situation. In 2021 Bill and Lynda Samuels (Classic Universe) held a combined pageant at the Orleans Hotel and Casino in Las Vegas. |

In 2021 the United States Patent and Trademark Office kept refusing to approve the federal trademark applications because they felt that the public could not differentiate between Miss, Ms. and Mrs. pageants even though Bill had successfully been granted State of Nevada Trademarks as well as Federal NFT TRADEMARKS. |

In 2023, Bill received the Trademark for Universe International and the inaugural Universe International pageant was held at the Westgate Las Vegas Resort and Casino. |

In 2025 Bill transferred all rights and privileges regarding Universe International, Ms. Universe, and Mrs. Universe to Annastasia Mason. |

In 2025 Bill embarked on a new project called Pageant World. The project would consist of having a Pageant World Finals event consisting of the Ms. and Mrs. Senior World Competitions, the Ms. and Mrs. Classic World Competitions, and the Teen, Miss, Mrs. and Ms. Premier World competitions. The Pageant World Finals dates take part in Las Vegas in July 2027. |
