Rachel Murillo Williams is all about family. It is the heart of Rachel’s world. She is married to her best friend and travel partner Michael , and together they cherish every moment spent exploring new places, often with their beloved pug and fur baby Roxy happily in tow. Rachel is a mother of three including two cherished bonus children (Daniel, Sara, Gustavo) and a grandmother of two (Tatiana snd Donatello). She also has a grand doggy name Julius Caesar. She feels blessed to still have both of her parents active, healthy, and present in her life. Finding love in family, marriage, and friendships is deeply important to her, and she strives every day to embody the love, support, and connection that define her family values. |
So what is she like? Rachel is a woman whose life reflects determination, service, faith, and a deep devotion to family. She proudly represents California’s married senior women and is committed to uplifting women, children, and communities in need. God is first and foremost in all that she does, and her faith guides her purpose, her leadership, and her heart for service. |
Her journey began in East San Jose, where she grew up in a marginalized community where education was not widely encouraged. Becoming a mother at a young age shaped her sense of responsibility and ignited her determination to break generational barriers. She vowed to become the example she wished she had, especially for young women who feel unseen or underestimated. |
Her path toward the law began in 2007 with a simple conversation about the barriers minorities face in higher education. That moment sparked a transformation. While working full-time in the insurance industry and raising her family, she enrolled in college and spent years balancing work, motherhood, and academics. Her dedication paid off when she earned her Associate of Arts in Criminal Justice, followed by a Bachelor’s degree in Communication, graduating Magna Cum Laude with a 4.0 GPA and earning placement on the President’s List. |
Rachel continued her academic excellence by completing her Juris Master at Florida State University College of Law with Highest Honors and a 4.3 GPA. Her performance led to an invitation to study at Oxford University in 2025, where she completed coursework in Election Law, English Law, and International Law, an experience that broadened her global perspective and introduced her to the rigor of Juris Doctor-level study. |
Professionally, Rachel spent years in the insurance field, advancing into leadership roles where she managed teams, mentored colleagues, and navigated complex regulatory environments. These experiences strengthened her understanding of how legal frameworks shape organizational decision-making, compliance, and consumer protection. |
Service has always been central to Rachel’s life. She has served as an ordained minister, organized women’s empowerment events, and worked with the Sacramento County Commission for Women and Girls and the Domestic Violence Prevention Council. She continues her commitment as a Rotarian, guided by ethical leadership and community support. She mentors emerging leaders through the National Society of Leadership and Success and leads a women’s empowerment group that helps women pursue their goals with confidence and solidarity. |
Rachel has supported various organizations such as Hearts 4 Heroes because she believes deeply in honoring and supporting first responders. She credits her own mentors for shaping her success, offering guidance, compassion, and patience as she grew into her achievements. Their influence fuels her commitment to mentoring others with the same generosity of spirit. |
As Mrs. California, Rachel’s platform reflects her deepest passion, advocating for women and children. She believes hunger is one of the most frightening and traumatic experiences a child can face, and she is committed to using her title to bring awareness, compassion, and action to this critical issue. Love is a driving factor in her work, including her love for people, her love for equity and inclusion within communities, and her belief that every person deserves dignity, safety, and opportunity. Her humanitarian efforts include raising funds, supporting local food drives, partnering with nonprofits focused on women and children, and serving as a community advocate for small business owners who are navigating today’s challenging and tumultuous times. |
Rachel is currently writing her first book, inspired by her dedication to helping women survivors and teaching young women how to recognize the signs of toxicity in relationships. Her purpose is rooted in advocacy for safety, equity, education, and access. She believes leadership is not about titles, it is about service, integrity, and the courage to stand for others. |
Rachel is both proud and humbles to serve as Mrs. California. Her mission is simple yet powerful, to lead with purpose, serve with compassion, and use her voice to uplift others, letting her light shine wherever it is needed most. |
